Ukraine needs $52.5bn in external funding to ensure macro-financial stability in 2027.
The Ministry of Finance reported this.
$32.6bn remains unfunded at present, making it critically important to secure support from international partners.
Deputy Finance Minister Olha Zykova discussed Ukraine’s financial needs during a meeting with Norway’s Deputy Foreign Minister Eivind Vad Petersson.
To cover this shortfall and maintain macro-financial stability, the Ukrainian side proposed two key areas of co-operation with Norway via the World Bank Group. These include the possibility of making a contribution to the SPUR 2.0 mechanism, as well as continuing budget support in the form of grants in 2027, including through the PEACE project.
The Finance Ministry stressed that direct grant assistance is a priority, as it makes it possible to fund essential social spending and avoid increasing the debt burden on the state budget.
Since the start of the full-scale invasion, Norway has already channelled more than $1.2bn through World Bank mechanisms, of which around $717m was direct budget support.
