The government has simplified the marriages process during martial law. In particular, marriages with servicemen can be entered without their physical presence at the time of registration. Corresponding resolution "Certain issues of marriage state registration under martial law" of March 7, 2022, № 213 promulgated on the government's website.
Thus, if a groom or bride, is a serviceman, the marriage state registration can be conducted by the state registration of acts of civil status without the personal presence of a fiance (fiancee). Meanwhile, the application of the serviceman for state registration of marriage, which also confirms the fact of his consent to marriage, is submitted to the direct commander (head), “ who certifies the authenticity of the signature on the application and ensures its transfer to the state registration of acts of civil status, to which the groom (bride) personally submitted an application for state registration of marriage."
The application of a serviceman for state registration of marriage must contain information about him and the person with whom he wishes to register the marriage: surname, first name and patronymic (if any), date of birth, nationality. In the case of choosing the name of the groom (bride) or joining the name of the groom (bride), the information about the chosen name must be described in the application.

The fact of marriage registration may be certified by an act of marriage, which is compiled by the direct commander (head) of the serviceman and is approved with the seal of the relevant body (military formation).
It is also expected that marriage could be held without the personal presence of the groom or bride or both of them, using available means of video communication with the absent person or with both.
Concluded acts are sent to any department of state registration of civil status acts to compile registration of marriage in paper form and enter information into the State Register of Civil Status Acts.Paper documents are issued by the registry office where the original was sent.
Marriage is concluded under a simplified system. Data verification about the groom and bride is not applicable in the absence of access to the Register.
The action of the decision applies to acts compiled from February 24.
The decision enters into force from the date of its publication.
