Ombudsman Dmytro Lubinets said he had initiated an inspection following information about a possible unlawful restriction of a conscript’s liberty in the Lviv region.
According to Lubinets, the man spent more than a week at the first department of the Stryi District Territorial Recruitment and Social Support Centre in Zhydachiv, without being able to contact relatives or a lawyer.
Representatives of the Ombudsman’s Office, together with the Military Law Enforcement Service, carried out a monitoring visit. Documents confirmed that police brought the man to the recruitment centre on the evening of 16 September, and he left the premises only on 23 September. Throughout this time, he was kept in a basement shelter and, according to him, was unable to go outside on his own.
The Ombudsman’s Office has now sent official requests to the Stryi recruitment centre and the local police, demanding they provide the legal grounds for holding the citizen and preserve all video recordings.
