A Russian missile attack on the Ladyzhyn thermal power plant in Vinnytsya Region has caused an emergency in the town's heating networks, the head of the Vinnytsya regional state administration, Serhiy Borzov, has said.
The Vinnytsya regional commission on technogenic and environmental safety and emergencies declared a military emergency in Ladyzhyn.
Currently, 18,000 residents have no heating, the only way to heat their homes is with electrical appliances.
An emergency headquarters has been deployed in the town. Additional heating points are also being deployed.
The Ladyzhyn thermal power plant suffered two strikes by Russian troops on 11 October.
